Republic Act No. 3452 created the RCA in pursuance of the declared policy of the government to stabilize the price of palay, rice, and corn. The RCA is a government machinery to carry out this policy, not for profit, and depends on appropriations from the General Appropriations Act for its continuous operation. By law, the RCA is an office directly under the Office of the President of the Philippines, lacking a separate and distinct corporate existence. Its mercantile activity of buying and selling is merely incidental to its primary governmental function of promoting general welfare. As a governmental agency under the Office of the President, the RCA is exempt from the payment of legal fees, as provided by Section 16, Rule 141 of the Revised Rules of Court, which exempts the Republic of the Philippines from paying legal fees. Furthermore, under decisional laws, the Republic of the Philippines is exempt from the requirement of filing an appeal bond on taking an appeal from an adverse judgment, due to the inherent solvency of the Government.
