Facts

The Antecedents: The City Government of Iloilo adopted a Position Classification and Pay Plan (PCPP) pursuant to Presidential Decree No. 1136. Under this plan, the position of Barangay Field Coordinator was reclassified to Budget Officer, and the position of Chief, Budget Operations Division was reclassified to Internal Auditor. Petitioner Editha L. Lira, previously a Barangay Field Coordinator, was appointed Budget Officer, while private respondent Brenda R. Jaranilla, previously Chief of the Budget Operations Division, was appointed Internal Auditor. Procedural History: Private respondent Jaranilla filed a protest against the notice of salary adjustment given to petitioner Lira, claiming Lira's appointment as Budget Officer was void for lack of legal basis under Presidential Decree No. 1375 and its implementing Letter of Instruction (LOI) No. 1039. The Civil Service Regional Office dismissed the protest. The Merit System Board reversed this, declaring Lira's salary adjustment void and ordering Jaranilla's appointment as City Budget Officer. The Civil Service Commission affirmed this decision on appeal, finding Jaranilla more qualified. Petitioner Lira's motion for reconsideration was denied. The Petition: Petitioner Lira filed a petition for certiorari with the Supreme Court, assailing the Civil Service Commission's resolutions. The revocation of Lira's appointment and the order for Jaranilla's appointment were therefore justified and did not constitute arbitrariness.
