Facts

The Antecedents: Petitioner Crescente Y. Llorente, Jr., then municipal mayor of Sindangan, Zamboanga, was charged with violations of Section 3(e) and Section 3(f) of Republic Act No. 3019, as amended, before the Sandiganbayan. The first information alleged that on June 12, 1989, he, along with others, conspired to seize 930 sawn knockdown wooden boxes owned by Godofredo M. Diamante without a warrant, causing undue damage. The second information alleged that on July 5, 1993, he refused to issue a Mayor's permit to an ice plant and resawmill/box factory of R. F. Diamante and family, for the purpose of giving undue advantage to similar businesses and discriminating against the complainant. Procedural History: The accused were arraigned and pleaded not guilty. While the cases were pending trial, Republic Act No. 7975 was enacted, amending Section 4 of Presidential Decree No. 1606 concerning the jurisdiction of the Sandiganbayan. Petitioner filed motions to dismiss or transfer the cases to the Regional Trial Court, arguing that RA 7975 divested the Sandiganbayan of jurisdiction over municipal mayors receiving less than Salary Grade 27. The Sandiganbayan denied these motions. Subsequently, Republic Act No. 8249 was enacted, further redefining the Sandiganbayan's jurisdiction. The Petition: Petitioner filed special civil actions for certiorari assailing the Sandiganbayan's jurisdiction over the criminal cases against him, arguing that RA 7975 divested the Sandiganbayan of such jurisdiction.
