Facts

The Antecedents: Plus Builders, Inc. filed several cases before the Provincial Adjudicator of Cavite (PARAD) of the Department of Agrarian Reform (DAR) against several farmers. In these proceedings, the farmers, represented by their then-counsel, filed verified pleadings admitting they were mere tenants ('magsasakang namumuwisan') of the subject properties and acknowledged the rights of the registered owners. The PARAD eventually rendered a consolidated decision in favor of Plus Builders, Inc., which was subsequently upheld by the DARAB Central Office, the Court of Appeals, and the Supreme Court with finality. Procedural History: Following the finality of the judgment, Respondent Atty. Anastacio E. Revilla, Jr. entered the scene and filed various motions and petitions to stop the execution, including a 'Petition for Preliminary Injunction' before the DARAB Central Office. When the Court of Appeals nullified the DARAB's stay orders, Respondent filed a verified 'Action to Quiet Title' before the Regional Trial Court (RTC) of Imus, Cavite. In this new action, Respondent alleged that his clients were actually adverse possessors who had acquired ownership through prescription, directly contradicting the earlier judicial admissions of tenancy made in the disturbance compensation cases. The Petition: Plus Builders, Inc. and Edgardo C. Garcia filed a Verified Petition for Disbarment against Respondent before the Integrated Bar of the Philippines (IBP). They charged him with committing willful and intentional falsehoods before the court, misusing court procedures to delay the execution of a final judgment, and collaborating with non-lawyers (specifically the Kalayaan Development Cooperative or KDC) in the illegal practice of law. Respondent defended his actions by claiming he acted in good faith to protect the rights of poor and uneducated farmers and that he had the discretion to choose the legal strategy for his clients.

Ratio Decidendi

On Issue 1: The Court held that Respondent's course of legal action was a clear stratagem meant to unduly delay the execution of a final and executory decision. While a lawyer owes zeal to his client's cause, this must be exercised within the bounds of the law and the truth. Respondent's 'doublespeak'—representing clients as tenants in one forum to seek compensation and then as owners in another forum to quiet title—constituted a serious transgression of his professional oath. By filing a groundless suit to frustrate the implementation of a decision upheld by the Supreme Court, Respondent misled the trial court into issuing a temporary restraining order. The Court emphasized that a lawyer's responsibility to advance a client's interest does not warrant a course of action propelled by ill motives against the opposing party. On Issue 2: The Court found that Respondent assisted in the unauthorized practice of law by collaborating with the Kalayaan Development Cooperative (KDC). Respondent failed to specifically deny the allegation that he held himself out as a partner of 'KDC Legal Services, Law Offices and Associates,' which included non-lawyers. Under Canon 9 and Rule 9.01 of the Code of Professional Responsibility, a lawyer is prohibited from delegating legal tasks to unqualified persons. The Court noted that Respondent's silence on this accusation, despite having the opportunity to refute it, is deemed an admission of the truth. The practice of law is a privilege limited to those qualified in education and character, and allowing a non-lawyer agency to use a lawyer's name or services to practice law is a violation of public policy.

Main Doctrine

Lawyers, as officers of the court and vanguards of the legal system, are required to act with honesty and candor, especially in their dealings with the judiciary. While they owe fidelity to their clients, they must never abuse the right of recourse to the courts by arguing cases that have been repeatedly rejected or by using their knowledge of the law to harass parties or misuse judicial processes. Furthermore, the practice of law is a limited privilege; thus, a lawyer shall not directly or indirectly assist in the unauthorized practice of law by delegating legal tasks to unqualified persons or entities.
