Ruling

The petition is PARTLY GRANTED. The assailed Decision of the Court of Appeals is AFFIRMED insofar as it refers to the properties of the Baguis. The case is REMANDED to the trial court for the proper determination of the amount of just compensation with respect to the properties of respondents Macaraig and Valdez.

Ratio Decidendi

On the applicability of Section 3-A(b) of R.A. On the correctness of the commissioners' valuations regarding the properties of Macaraig and Valdez: For the properties of Macaraig and Valdez, the Court found the valuations to be flawed. The second set of commissioners relied on the assessment of the Provincial Appraisal Committee (Resolution No. 03-99) dated March 2, 1999, for a property similarly situated, which was issued a year before the complaint was filed on March 10, 2000. This temporal gap could have distorted the market value. Moreover, the commissioners failed to explain the similarities in the nature, character, or condition between the subject properties and those covered by the resolution. The valuation for Valdez's property was based on an unsubstantiated report of a similar lot sale, lacking a stated source, rendering the valuation unsupported.
