The Antecedents: Petitioner Land Bank of the Philippines (Land Bank) filed cases for the determination of just compensation against respondent Corazon M. Villegas and the heirs of Catalino V. Noel and Procula P. Sy. Villegas' property was located in Hibaiyo, Guihulngan City, Negros Oriental, and the heirs' land was in Nangca, Bayawan City, Negros Oriental. These properties were outside the regular territorial jurisdiction of RTC, Branch 32 of Dumaguete City. Procedural History: RTC, Branch 32 of Dumaguete City, designated as a Special Agrarian Court for Negros Oriental, dismissed both cases for lack of jurisdiction. The Supreme Court designates at least one RTC branch within each province to act as a SAC, granting these judges special jurisdiction beyond the ordinary jurisdiction of an RTC. This allows SACs to hear suits involving agricultural lands located outside their regular territorial jurisdiction, provided these lands are situated within the province for which the court is designated as a SAC. The designation by the Supreme Court is crucial for an RTC branch to function as a SAC. In this case, RTC, Branch 32 of Dumaguete City, as the designated SAC for Negros Oriental, had the authority to hear just compensation cases for agricultural lands anywhere within Negros Oriental, regardless of their location relative to Dumaguete City's regular territorial boundaries. The RTC's reliance on an opinion limiting the SAC's jurisdiction to its regular territorial boundaries was erroneous. The RTCs in Guihulngan City and Bayawan City, not being designated as SACs by the Supreme Court, could not hear these specific just compensation cases based on territorial jurisdiction alone. Therefore, the dismissal of the cases by RTC, Branch 32 for lack of jurisdiction was improper.
